The air force believes that the fighting force of agility depends to a large extent on the performance of the supporting civil "forces". To develop this civil force, the military came up with a master-plan termed "Civilian Human Capital Strategic Plan" or CHCSP that equip the civil workforce for leadership, competency and commitment in their interaction with the air force.
